This rig was setup with a series of low resolution nurbs surfaces to be used as influence objects which would deform the high resolution mesh via a custom deformer

The skin slide and jiggle is achieved by converting the underlying influence surfaces to softbodies, and then generating a wireframe of springs between the particles. A particle expression is applied to restrict the particles to the original goal surface. So, at each frame the particles velocity is projected back onto the closest surface point.
